Objectives and Thematic Focus

UNDP Strategic Plan 2018-2021 outlines SSC and TrC as an essential instrument to support implementation of the 2030 Agenda and refers to the importance of implementing UNDP strategy on South-South and triangular cooperation and its core objectives. Indeed, one of the Service Packages outlined in UNDP strategy on South-South and Triangular Cooperation is aiming at creating the Enabling Environment at Country and Regional level to promote South-South and Triangular Cooperation.

UNDP has been working with a number of emerging countries, including Mexico, Turkey, Indonesia, Iraq, Russia, among other countries, providing capacity development support on South-South Cooperation from the institutional and policy level perspective. More recently, through the Regional Project on South-South Cooperation, under the Regional Programme for Africa, UNDP has been working to transform the development cooperation landscape and promote the emerging development partner role of African countries in the overall Development Cooperation arena. Some countries that have showed successful engagement and initial results so far include Botswana, Benin, Cote d’Ivoire, Ethiopia, Kenya, Lesotho, Nigeria, Rwanda, Uganda and South Africa. Other countries in the pipeline currently are Zimbabwe and Angola.

In this historical juncture, towards the commemoration of the 40th anniversary of the adoption of the Buenos Aires Plan of Action (BAPA+40 Conference), UNDP, in partnership with the UNOSCC is organizing a panel discussion, sharing the experiences from the architects of the south-south agenda in creating the optimum ecosystem at national and regional level to make south-south cooperation happen.

 

Concrete Outcomes

This Institutional Capacity Building for South-South Cooperation panel discussion will aim at encouraging the political debate and dialogue around what could constitute the framework for south-south cooperation towards the BAPA+40 within the SDG implementation and, for the case of Africa, the 2063 Agenda. Through the presentation of the different country experiences and country context, the event will serve as the platform to discuss around they key areas that are needed to create the national and regional ecosystem to promote south-south cooperation.

In particular, this panel discussion will aim at responding to the following key questions:

  • How to generate the national and regional momentum to define a framework for south-south cooperation?
  • What are the main policy related challenges to promote south-south cooperation?
  • What are the main institutional related challenges to promote south-south cooperation?
  • What is the situation at regional level? How can the regional institutional take the lead and support the countries in these processes? Are there any good practices to have references/examples?
